Change in Project Scope approved during Duterte Administration) DOTr Proposal in 2018: Supplemental loan of about PhP1,231 million from JICA, to address the financing shortfall for the civil works component of the project. The financing shortfall was brought about by foreign exchange fluctuation from 2012 to 2016 and the increase in cost of construction works in CY 2017. DOTr proposal in 2016: a. Extension of runway (2 km to 2.5 km); b. Changes in PTB from single-storey to two-storeys with Passenger Boarding Bridges and expansion in floor area from approximately 8,400 square meters to approximately 13,300 square meters; and c.
